आरक्षण का ईंधन और हिंदुत्व की सीटी - भाजपा की माल-गाड़ी के आगे बढ़ने का फार्मूला🖋️

चलिए इनका भांडा फोड़ा जाए। इस पोस्ट को ध्यान से पढ़ियेगा।

मार्च 2019 में एक आर्डिनेंस आया, सेंट्रल एजुकेशनल इंस्टिट्यूट (रिजर्वेशन इन टीचर्स कैडर) आर्डिनेंस।

आप बस क्रोनोलॉजी समझियेगा।

2017 में इलाहाबाद हाई कोर्ट ने एक महत्वपूर्ण निर्णय लिया। कोर्ट ने कहा कि यूनिवर्सिटी/कॉलेज में फैकल्टी (टीचर्स) की भर्ती में आरक्षण की सुविधा रहे परंतु आरक्षण देने का जो तरीका है वो 13-पॉइंट रोस्टर होगा �� कि 200-पॉइंट रोस्टर क्यूंकि कोर्ट ने इंस्टिट्यूट लेवल पे आरक्षण को हटाकर डिपार्टमेंट लेवल पर आरक्षण को कैलकुलेट करने की इजाज़त दे दी, जो प्रशासनिक रूप से पहले से किया जा रहा था और जिससे एससी, एसटी, ओबीसी में नाराज़गी थी। और इस आदेश के बाद नाराज़गी और बढ़ गई।

मोदी मिनिस्ट्री ने (MHRD) सुप्रीम कोर्ट में हाई कोर्ट के इस आदेश के ख़िलाफ़ एक SLP फाइल किया, जिसे सुप्रीम कोर्ट जनवरी 2019 में ख़ारिज कर देती है।

ये मामला 2017 से गरमा रहा था और सरकार बहादुर को भी पता था कि एससी एसटी ओबीसी सरकार से नाराज हो जायेंगे यदि कोई रास्ता नहीं निकाला जाएगा। सुप्रीम कोर्ट से भी इसे खारिज करवाना संभव नहीं था पहले टर्म में। लेकिन यदि एससी एसटी ओबीसी के पक्ष में कोई बिल लाया तो जनरल या तथाकथित सवर्ण नाराज हो जायेंगे।

पर चुनाव भी नज़दीक हैं। कुछ तो करना पड़ेगा वरना हिंदुत्व की सीटी (राष्ट्रवाद और राममंदिर) बजती रहेगी लेकिन इंजन में ईंधन (आरक्षण) नहीं होगा। तो दोतरफ़ा चाल चली गई। एक तरफ़ से जनवरी 2019 में EWS आरक्षण दिया गया ताकि सवर्ण अपना मुँह बंद रख सकें और दूसरी तरफ़ मार्च 2019 में सेंट्रल एजुकेशनल इंस्टिट्यूट (रिजर्वेशन इन टीचर्स कैडर) आर्डिनेंस लाया गया ताकि हायर एजुकेशन में फैकल्टी की भर्ती में भर-भर के आरक्षण दिया जा सके और इलाहाबाद हाई कोर्ट और सुप्रीम कोर्ट के आदेश को पलटा जा सके।

इस आर्डिनेंस को 2019 का चुनाव जीतने के बाद जून में बिल और कानून का रूप दे दिया गया। इसके माध्यम से 13-पॉइंट रोस्टर हटाकर 200-पॉइंट रोस्टर ला दिया गया और विभाग/विषय आधारित फैकल्टी रिजर्वेशन को इंस्टिट्यूट के लेवल पर करके आरक्षण का दवाज़ा पूरी तरह से खोल दिया गया।

इसमें एक कैल्यूज थे “एक्ज़ेम्प्टेड इंस्टीट्यूट्स”, जिनपर ये लाग��� नहीं होगा। पर उसमे आईआईटी और आईआईएम नहीं थे।

आईआईटी के संबंध में बता दूँ कि 2008 में कांग्र���स ने सिर्फ़ एंट्री लेवल (असिस्टेंट प्रोफेसर) पर आरक्षण दिया था और सीनियर लेवल (एसोसिएट और प्रोफेसर) पर नहीं, ये कहते हुए कि ये पद स्पेशलिटी जॉब्स हैं जिनपर आरक्षण नहीं दिया जा सकता।

पर 2019 के कानून के बाद 2021 में मोदी मिनिस्ट्री (MHRD) ने आईआईटी को बताया कि उन्हें साइंस एंड टेक के सभी पदों पर आरक्षण देना है और 200-पॉइंट रोस्टर से आरक्षण देना है। सरकार ने सभी आईआईटी को निर्देशित किया कि वो अपना आरक्षण र��स्टर तैयार करें और उस संस्थान के ओबीसी एवं एससी एसटी सेल को दिखायें।

आईआईटी और आईआईएम, दोनों ने सरकार को ज्ञापन दिया कि उन्हें इस तरह से फैकल्टी पोजीशन पे आरक्षण के लिए मजबूर न करें और “एक्ज़ेम्प्टेड इंस्टीटूशन” की लिस्ट में डाल दें, पर सरकार बहादुर ने एक भी नहीं सुनी।

आपको राष्ट्रवाद और राममंदिर के शोर में उलझा दिया, जो नहीं उलझे उन्हें EWS का लॉलीपॉप पकड़ा दिया ताकि बहल सकें, और अंदरखाने म���ं आरक्षण और जातीय गणित का खेल रचकर अ��नी सत्ता बनाए हुए हैं।

पूरी शिक्षा व्यवस्था की भद्द पीट चुके हैं ये लोग सिर्फ़ और सिर्फ़ सत्ता पर अपनी पकड़ बनाए रखने के लिए। ऐसे लोगों से यदि आप सुनहरे भारत का सपना ख़रीद रहे हैं तो माल का एक्सपायरी डेट चेक कर लीजिएगा।

He says "it's time to call the bully's bluff" with respect to the US: start actively resisting them as opposed to giving "ego massages" to "Trump and his family" and "fawning over his proconsular envoys" that he says have gotten India nowhere. As he puts it, "the dignity of a nation is non-negotiable."

He also says that India should stop hoping that better days will come: to him it's "self-deluding to put the blame solely on Donald Trump." He believes that the US's... and he doesn't mince his words... "economic nationalism, racial supremacism, moral poverty, naked aggression and wanton disregard for international law and norms" are all trends "which will outlast Trump."

For proof, he points to the recent "Sanctioning Russia Act" which gives Trump authority to impose tariffs of up to 100% on major buyers of Russian oil and natural gas, including India. As he writes, "votes in favour of punishing India... cut across party lines, including in the Congressional India caucus." Which goes to show that when push comes to shove, India has no real friends in Washington.

I don't know if India will follow Sarna's advice and indeed find the guts to stand up to the US, but what this illustrates - in many ways - is India's lack of strategic foresight. There's an old Chinese saying for this: 伴君如伴虎 (bàn jūn rú bàn hǔ), "keeping company with the sovereign is like keeping company with a tiger." India mistook a tiger that was being friendly for one that was tame.

To his credit, Sarna admits to this: he writes that India must accept it "is not the strategic partner that we believed we were" and should cast overboard "comforting wishful thinking."

But China, for one, never made this mistake: it could resist the US precisely because it used the years when the tiger was cuddly to grow claws of its own. And countries like India - or, to a far worse extent, the countries of Europe - that deluded themselves into believing the cuddles were genuine now face an impossible choice: get eaten, or fight a tiger with little claws of their own.

बात ये है कि इनकी कारगुजारियों को लोग पहले से ही देख रहे थे, बस नजरंदाज कर रहे थे यह सोचकर कि शायद कोई जातीय संतुलन ये ले आएंगे। पर ऐसा नहीं हो रहा।

अब 2016 की ही बात ले लीजिए। एक तरफ़ से रावण तैय्यार हो रहा था और दूसरी तरफ़ भाजपा उत्तर प्रदेश के चुनावों का ध्यान रख��े हुए “धम्म चेतना यात्रा” निकाल रही थी। तीन महीने की लंबी यात्रा जिसमे चालीस बौद्ध भिक्षुओं के साथ डॉक्टर अंबेडकर की आठ सौ से ज़्यादा मूर्तियों का माल्यार्पण या लोकार्पण किया गया। फिर भी दलित इन्हें पसंद नहीं कर रहे थे। भिक्षु संगठन ने इस यात्रा से किनारा कर लिया। जो भिक्षु इस यात्रा को लीड कर रहे थे उन्हें संघी एजेंट बताया गया, और सबसे ज़रूरी बात, अलीगढ़, आगरा, मुरादाबाद और कई जगहों से दलितों ने भाजपाइयों को और उनकी यात्रा को खदेड़ दिया। पर सवाल वोट का था और किसी क़ीमत पर उसे पाना था।

उत्तर प्रदेश में 2017 में भाजपा की जीत हुई, बसपा का सूपड़ा साफ़ हुआ और देखते ही देखते रावण को मुख्यधारा का नेता बनाया जाने लगा।

इतनी जद्दो-जहद और फजीहत के बाद मिले कुछ दलित वोटों को पार्टी किसी भी कीमत पर खोना नहीं चाहेगी। लिहाज़ा जब सुप्रीम कोर्ट ने एससी एसटी एट्रोसिटी एक्ट क��� कुछ प्रावधानों को 2018 में धत्ता बताया, तो भाजपा ने किसी विपक्षी दबाव में नहीं बल्कि केवल ख़ुद की लालसा में सुप्रीम कोर्ट के आदेश को नए संशोधित क़ानून से पलट दिया।

बहानेबाज़ी तो ये कई तरह से करते हैं पर चाटुकार गिरोह ख़ुद अपनी पार्टी को कम जानते हैं।
