1/ External leader nodes on shards 1, 2, and 3 required a restart to resolve an issue where cross-link communication became stuck.
Our engineers are working on a permanent solution for this issue to prevent it from occurring in the future.

Going to go out on a limb and say the small validators with a second key aren't the ones keeping other small validators out.
It's the people taking up 8+ slots bidding within the last 100.

There's a functionality to knowing which larger validators are willing to actively prey upon smaller validators - and thus, decentralization of the network, for their own interests.

@APompliano is correct to ask that legacy finance hold up a mirror to its own criticisms.
