A person has never seen an avocado. You hand it to them expecting them to visualize guac dip. Not gonna happen.

You send out community surveys asking residents to give their opinions on transportation systems, but the average person has no idea what's possible.

The average person isn't spending their lunch break reading case studies on how dynamic pricing for on-street parking, for example, is good for business owners and residents who live near a commercial district.

People default to the status quo because it feels safe, and there's no perceived loss. But if you lead with something like "Should people be charged for parking on Main Street?" of course the overwhelming majority will say no.

First help people see what's possible. (Teach them.) Then ask for opinions.
