The Delhi High Court’s observation captures what anyone operating in this market already knows. It is frankly absurd to run a used-car ecosystem of this scale without consistent regulation, real-time ownership transfer, and enforceable traceability. Platforms and dealers are expected to ensure compliance, safety, and trust, while the underlying system remains fragmented, manual, and slow. That gap doesn’t just create inefficiency, it creates risk for every legitimate operator trying to do the right thing.

You cannot build accountability on top of broken infrastructure. If this market is expected to function responsibly, the regulatory backbone has to exist first. Time for state governments to wake up and do something.

First positive step in this direction would be to invite detailed stakeholder consultations to develop an enabling framework for regulating this sunrise industry.
