My name is James Henry. I am a DC 9 union painter with over 32 years of experience in industrial and commercial coatings, surface preparation, and protective coating systems.

I recently read Rhino Linings' statement regarding the Washington, D.C. Reflecting Pool rehabilitation project. I appreciate that Rhino addressed the issue and described it as "localized areas of finish coat separation" while noting that the underlying waterproofing membrane was not affected.

As someone who has spent his career working with coating systems, I have tried to encourage the public discussion to focus on the technical facts rather than speculation.

I would be grateful if you could clarify, to the extent you are able:

• Whether the finish coat separation is generally considered an adhesion issue, a cohesive failure, or another type of coating failure.

• Whether moisture, substrate preparation, environmental conditions, cure schedules, or application procedures can contribute to this type of finish-coat separation.

• Whether Rhino has recommended any corrective actions or best practices for preventing similar issues on future projects.

I fully understand that you may be limited in what you can discuss because of contractual obligations or an ongoing project. My purpose is simply to better educate the public using sound coating practices and decades of field experience.

I've spent 32 years as a union painter specializing in coating systems. If the contractor, manufacturer, or project engineers would like to discuss what happened at the Reflecting Pool, I'd welcome that conversation.

I'm not interested in politics or assigning blame. I'm interested in the facts.

Every coating failure has a cause. Surface preparation, moisture, compatibility, application conditions, cure schedule, or another technical factor the investigation should determine that.

As tradespeople, we learn from failures, not by hiding them. The American taxpayer deserves a clear technical explanation backed by evidence, not speculation.

That's how confidence in public projects is built.

@Jameshenry1970 You are 100% correct. I spent 35 years in Industrial Coatings as a commercial branch manager, and I agree with your accessment of a coatings failure. The large sheets signify either a loss of adhesion or lack of proper cure time. To suggest anything else is ridiculous.
