The arrests come amid the political debate over Karnataka's proposed Permanent Residence Certificate (PRC) framework, with the BJP raising concerns over illegal immigrants obtaining official documents, while the Congress government maintains that PRCs are only proof of residence and not citizenship.

Police have booked the accused under provisions of the Bharatiya Nyaya Sanhita (BNS), the Foreigners Act and the Representation of the People Act. Investigators are now probing how the documents were issued and whether any officials or intermediaries played a role.

The Tamil Nadu government has approached the Supreme Court challenging a Madras High Court order that directed authorities to ensure that no cow or calf is slaughtered in the state except in cases permitted under Section 4 of the Tamil Nadu Animal Preservation Act, 1958. The Act allows cow slaughter only if the animal is over 10 years old, unfit for work or breeding, and certified by the competent authority.

In its petition, the state argued that the High Court had effectively imposed a blanket ban that goes beyond the scope of the law. The May 27 order, passed while hearing a plea seeking action against the alleged illegal slaughter of cows in public places, had also directed officials to ensure that no cow or calf was slaughtered on Bakrid "or on any other day."

Bipin, a 25-year-old student from Nepal, was abducted from Kibbutz Alumim on October 7.

He came to Israel just three weeks before the attack on an agricultural study program and quickly fell in love with life on the kibbutz.

An aspiring agricultural scientist and amateur rapper, Bipin was full of dreams and joy. His life was brutally cut short, murdered by Hamas terrorists. After 738 days, Bipin is returning home for a proper burial.
