One can sense a genuine purpose in the Minister to leave his mark. However, as the saying goes, one swallow doesn't make a summer. The real challenge is whether he has the political capital and the backing of his Congress party high command to see this through.

Rome wasn't built in a day. Even modern cities like Singapore and Tokyo didn't transform overnight.

Clearing footpaths is only the beginning. The bigger challenge is changing public behaviour. How do you stop people from dumping garbage when no one's watching, or from spitting, urinating on streets, and routinely flouting existimg civic laws? There already are hundreds of laws that simply need to be enforced.

Kannadigas by and large are easier to engage on civic responsibility. But what will you do with the thousands of daily migrants, both legal and illegal, who have little sense of ownership of Bengaluru, its culture, or even basic civic norms.

Just look at some of those opposing the footpath encroachment clearance drive. Many can't pronounce a word of Kannada and behave as though they have the right to dictate terms in Karnataka.
