As regards legality of car pooling, can the regulator or legislators consider an exemption to app based service providers to provide pooling for 2 times a day - this will ensure genuine car pooling and avoid cars being used for commercial purposes with benefits of app community

The logic of paying the advance was that in case I don’t pay within time, I will not greet the discount, but I didn’t know that the advance was not non refundable. It means I have paid Rs. 5.000 for some training which was supposed to be free. Can you pls look into this?
