हिन्दुस्तान पेट्रोलियम कॉर्पोरेशन लिमिटेड की संयुक्त उद्यम कंपनी, एचपीसीएल राजस्थान रिफाइनरी लिमिटेड (एचआरआरएल) की क्रूड डिस्टिलेशन यूनिट (सीडीयू) में 20 अप्रैल, 2026 को हुई दुर्भाग्यपूर्ण अग्नि दुर्घटना के संदर्भ में।

घटना के पश्चात विस्तृत जांच से प्रारंभिक आकलन की पुष्टि हुई है कि आग हीट एक्सचेंजर स्टैक तक सीमित थी जिससे केवल 6 एक्सचेंजर और उनसे संबंधित सहायक उपकरण प्रभावित हुए हैं। परिस्थितिजन्य साक्ष्यों के आधार पर, आग का कारण वैक्यूम रेजिड्यू एक्सचेंजर की इनलेट लाइन पर प्रेशर गेज टैपिंग पॉइंट से रिसाव होने की आशंका है।

पुनर्स्थापन कार्य प्रगति पर है और इसके अगले 3–4 सप्ताह में पूर्ण होने की संभावना है। सीडीयू को मई 2026 के द्वितीय पखवाड़े में पुनः प्रारंभ किए जाने की अपेक्षा है। अन्य सहायक इकाइयाँ योजना के अनुसार पहले से ही कमीशनिंग के उन्नत चरण में हैं।
यह अपेक्षा की जा रही है कि मुख्य उत्पादों (एलपीजी/एमएस/एचएसडी/नैफ्था) का परीक्षणात्मक उत्पादन मई 2026 में प्रारंभ हो जाएगा और इसके पश्चात इकाइयों को स्थिर / कमीशन किया जाएगा।

एचपीसीएल अपनी परिचालन सुरक्षा, सुदृढ़ आपातकालीन प्रतिक्रिया प्रणालियों तथा उद्योग के सर्वोच्च मानकों के पालन के प्रति अपनी प्रतिबद्धता की पुष्टि करता है।

Update on HPCL Rajasthan Refinery Limited.

With reference to the unfortunate fire incident that occurred on 20th April 2026 in the Crude Distillation Unit (CDU) of HPCL Rajasthan Refinery Limited (HRRL), a Joint Venture Company of Hindustan Petroleum Corporation Limited.

Detailed investigations post the incident have confirmed the initial assessment that the fire was localized in the heat exchanger stack impacting only 6 exchangers and their supporting equipment. Basis circumstantial evidence, the cause of fire is suspected to be leakage from pressure gauge tapping point on the vacuum residue exchanger inlet line.

The restoration work is in progress and it is expected to get completed in next 3-4 weeks. CDU restart is anticipated in 2nd fortnight of May 2026. The other secondary units are already under advanced stage of commissioning as per plan.

It is expected that the trial production of main products (LPG / MS / HSD / Naphtha) would start within May 2026 and thereafter the units would be stabilized / commissioned.

HPCL reiterates its commitment to operational safety, robust emergency response systems, and adherence to the highest industry standards.

When rest of the world has been taking drastic fuel conservation measures such as odd-even, 4 day work weeks, school and office closures and increasing fuel prices by 20-30%, India under PM @narendramodi Ji remains an oasis of energy security, availability and affordability.

Taking a further step to ease supply of commercial LPG, Government of India has decided to increase the commercial LPG allocation of states to 70%, with 20% allocation given to industries such as steel, automobile, textile and other labour intensive industries. Priority will be given to those industries where piped gas is not a substitute.

This brutal act of violence deserves the strongest condemnation. The nation has lost two committed professionals who served with dedication and courage.

My heartfelt condolences to the families of Shri Sudhir Gupta and Shri Harshit Mishra. Their service and commitment will always be remembered. We stand firmly with their families and the entire HPCL fraternity in this moment of grief.

I have directed the concerned officials and requested the State Government of UP to ensure swift and strict action against those responsible. The Government of India stands firmly with the families of the departed officers and the HPCL fraternity during this difficult time.

HPCL Mourns the Loss of Lives at Budaun CBG Plant
Hindustan Petroleum Corporation Limited (HPCL) is deeply saddened and mourns the tragic loss of two of its officers, Shri Sudhir Gupta, Deputy General Manager (Plant), and Shri Harshit Mishra, Assistant Manager (CBG), under unfortunate circumstances at the Compressed Biogas Plant in Budaun, Uttar Pradesh, on March 12, 2026.

Both officers were valued members of the HPCL family who served the organisation with dedication, professionalism, and integrity. Their sudden and untimely passing is an immense loss to the entire HPCL community.

Our thoughts and heartfelt condolences are with their families, loved ones, and colleagues during this extremely difficult time. HPCL is extending all possible support to the bereaved families.

Refineries operating beyond nameplate capacity, steady growth in fuel and LPG revenues and continued reduction in debt levels reflect a resilient pathway to long term profitability.

At the same time, focused progress in renewable integration—solarisation of retail outlets, expansion of CNG infrastructure, trials for sustainable aviation fuel, and rapid advancement of the Rajasthan Refinery will drive future growth.

Rajasthan Refinery Limited in Jodhpur will be a key contributor to the vision of Viksit Bharat and India’s unprecedented quest towards energy security by enhancing domestic hydrocarbons production under the visionary and firm leadership of PM Sh @narendramodi Ji.

During my visit to review the progress of the refinery complex with Rajasthan CM Sh @BhajanlalBjp Ji, I got a bird’s eye view of the mega project from 62 m atop India’s largest aluminium DCU coke drum which stands at 111 mtrs with derrick.
This engineering marvel turns very long-chain vacuum residue into ~70% distillate yields like diesel, LPG, naphtha via thermal cracking.

Once fully functional, the refinery will transform the economy and provide direct and indirect employment opportunities to the youth.

• The 2.4 MMTPA capacity DCU enables CDU/VDU to process low-API crudes, boosting GRM at lower OPEX versus a hydrocracker-centric route.
• Along with vacuum residue, DCU can also process ETP sludge & slops, improving residue destruction and environmental stewardship.

Over the past 10 years, India has invested ₹4+ lakh crore in energy infrastructure.
These investments in the last decade haven’t just built national capacity—they’ve created real, measurable value at the state level.
With an envisaged investment of around ₹30- 35 lakh crore in the pipeline in the next 10 years, the coming decade will be even more consequential for the energy infrastructure across the country.
Between 2025 and 2035, we expect significant investments in energy investments across the entire hydrocarbons value chain. These will require state leadership to succeed. We must address the several recurring issues and other challenges while the centre remains committed with funding, policy and coordination.
