Initially I thought the same but I watched this repeatedly and this makes a lot more sense narratively, in fact i got a gas theory of the origins of The SK now, Jugo directly wields the SK’s SP his upscale is crazy he’s a SK candidate now

I don't think it's an actual "power"
It was more of a symbolical representation of SK remnants existing in these characters hense their potential being on another level.
Plus Jugo technically borrows it from Yhwach, he doesn't actually have it.
