Kubakwake Tagwirei first notable scandal involving public funds

Tagwirei’s first notable government-linked deal dates back to 2011, when his company Sakunda Holdings secured a strategic contract with the National Oil Infrastructure Company of Zimbabwe (NOIC). This agreement, later formalized with global commodities firm Trafigura in 2013, granted Sakunda and by extension Tagwirei priority access to Zimbabwe’s key petroleum pipeline infrastructure .

🔥 1. Pipeline Monopoly & Preferential Access

Sakunda was given exclusive access to Zimbabwe’s critical fuel pipeline from Beira (Mozambique) into Zimbabwe. This pipeline is a national strategic asset
but:
•Sakunda, later in partnership with Trafigura, effectively monopolized fuel imports.
•Competing fuel companies were forced to rent pipeline access from Sakunda at inflated rates.
• This undermined market competition and gave Tagwirei undue control over national fuel supply.

🔥 2. Conflict of Interest & Lack of Transparency

The original 2011 NOIC agreement was not publicly tendered, violating procurement norms.
•Sakunda’s control over the pipeline was allegedly facilitated by close ties to political elites, especially ZANU-PF and the military.
•Investigations suggest senior officials in the Ministry of Energy and NOIC may have colluded to push the deal through quietly.

🔥 3. Trafigura Partnership & Sanctions Evasion

In 2013, Sakunda entered into a secretive joint venture with Trafigura, a global commodities trader.
•The deal helped mask Trafigura’s involvement in Zimbabwe during years when the country was under various international sanctions.

🔥 4. Enrichment and Political Patronage
•The pipeline deal helped turn Tagwirei into a billionaire and political kingmaker.
