To maximize their returns, local states didn't just build roads and factories, they learned to act like venture capitalists.
For instance, Changzhou’s Wujin District explicitly participated in Li Auto’s Series A funding round, directly chasing equity gains like a Silicon Valley VC.
But this localized VC model triggered a dangerous arms race. In 2020, the city of Hefei executed a legendary $1 billion (7 billion yuan) rescue effort of a nearly bankrupt NIO.
Hefei’s massive payout yielded quite spectacular returns, but it panicked competing cities. Fearing they would miss out on the next big tech cluster, dozens of regional governments launched their own billion-yuan equity bets on private EV startups.
This localized, frantic competition, not solely top-down central mandates, is the real origin of the rampant overcapacity and market fragmentation seen in the Chinese EV sector today. (13/15)

Or how a vintage brand like Bugatti can shrink to a weightless name. Don't get me wrong, Bugatti is legendary. But heritage alone is not enough to help a brand survive in this modern auto industry. Innovation is the name of the game.
