சென்னை, கோயம்புத்தூர், ஈரோடு, மதுரை, சேலம், திருச்சி, வேலூர் என பெரிய மாநகரங்கள் அமைந்துள்ள மாவட்டங்கள் அனைத்திலும், நீர்நிலைகளை ஆக்கிரமித்திருப்பவர்களுக்கும், திமுகவினருக்கும் பட்டா வழங்க, திமுக அரசு கடந்த டிசம்பர் 2, 2025 அன்று வருவாய்த்துறை அரசாணை எண் 920, 921 வெளியிட்டிருக்கிறது. மாண்புமிகு சென்னை உயர் நீதிமன்றம், கடந்த 2024 ஆம் ஆண்டு ஜூலை 7 அன்று, நீர் நிலைகளுக்குப் பட்டா வழங்கக் கூடாது என்றும், கடந்த 01.01.2000 ஆண்டுக்குப் பிறகு வழங்கப்பட்ட பட்டா அனைத்தும் ரத்து செய்யப்பட வேண்டும் என்றும் தீர்ப்பு அளித்திருக்கும் நிலையில், வேண்டுமென்றே நீதிமன்றத் தீர்ப்பை மீறி, திமுக அரசு இந்த அரசாணையை வெளியிட்டிருக்கிறது. நீதிமன்றத்தில் இந்த அரசாணை ரத்து செய்யப்படும் என்று தெரிந்திருந்தும், தேர்தலுக்காக நாடகம் நடத்திக் கொண்டிருக்கும் திமுக அரசை வன்மையாகக் கண்டிக்கிறேன்.

ஒவ்வொரு மழைக்காலத்திலும், தமிழகத்தின் பல்வேறு மாவட்டங்கள், மாநகரங்கள், விவசாய நிலங்கள் வெள்ளக்காடாக மாறுவதற்கு முக்கியக் காரணம், இயற்கையான வடிகால்களான நீர்நிலைகளை ஆக்கிரமிப்பு செய்திருப்பதுதான். குறிப்பாக, கடந்த பத்து ஆண்டுகளாக, ஒவ்வொரு ஆண்டும் சென்னை மாநகரம் வெள்ளத்தால் பாதிக்கப்படுவதை பார்த்துக் கொண்டிருக்கிறோம். குறிப்பாக, சென்னை கொளத்தூர் ஏரி, சுமார் 3,000 இடங்களில், 80% பரப்பளவு ஆக்கிரமிக்கப்பட்டுள்ளது. இந்தத் தொகுதியில் கடந்த சுமார் 15 ஆண்டுகளாக சட்டமன்ற உறுப்பினராக இருப்பவர் வேறு யாருமில்லை, முதலமைச்சர் திரு @mkstalin அவர்கள்தான்.

இது தவிர, மொத்தமாக, சுமார் 12.6 சதுர கி.மீ பரப்பளவு இருந்த சென்னையின் பல பெரிய ஏரிகள் உள்ளிட்ட நீர்நிலைகள் ஆக்கிரமிக்கப்பட்டு, இன்று வெறும் 3 சதுர கி.மீ பரப்பளவுக்கும் குறைவாகவே நீர் நிலைகள் உள்ளன. பள்ளிக்கரணை சதுப்பு நிலமும் பெருமளவு ஆக்கிரமிக்கப்பட்டுள்ளது. ஒவ்வொரு வருடமும் வெள்ளத்தால் பாதிக்கப்பட்டு, வாழத் தகுதியற்ற நகரமாக சென்னை மாறிக் கொண்டிருப்பதற்கு முக்கியக் காரணம், இந்த ஆக்கிரமிப்புதான்.

இந்த நிலையில், மாண்புமிகு உயர்நீதிமன்றத் தீர்ப்புக்கு எதிராக, நீர்நிலைகளுக்கு பட்டா வழங்க திமுக அரசு அரசாணை வெளியிட்டிருப்பது சட்ட விரோதமானது மட்டுமின்றி, எதிர்காலத்தில் ஒட்டு மொத்த தமிழகத்தையுமே பாதிக்கக்கூடியதாகும். இயற்கை வடிகால்களான நீர்நிலைகளை ஆக்கிரமித்துவிட்டு, மழைநீர் வடிகால் அமைக்கிறோம் என்ற பெயரில் சென்னையில் சுமார் ₹5,000 கோடி ஏப்பம் விட்டு ருசி கண்ட திமுக, தமிழகம் முழுவதும் இதைச் செய்யத் திட்டமிட்டுருப்பதாகவே தெரிகிறது. அதன் முதல்படிதான், நீர் நிலைகளுக்குப் பட்டா வழங்கும் முயற்சி.

தமிழகத்தை வாழத் தகுதியற்ற மாநிலமாக மாற்றி, தமிழக மக்கள், விவசாயிகள் வாழ்க்கையை அழிக்க வழிகோலும் இந்த வருவாய்த்துறை அரசாணைகள் 920, மற்றும் 921 இரண்டையும், உடனடியாக, திமுக அரசு திரும்பப் பெற வேண்டும் என்று வலியுறுத்துகிறேன்.
