How about a system where you reduce the number of counties and constituencies then only governors can vie to become presidents. It would promote the spirit of devolution and push governors to develop counties to prove their worth. It would also further push MPs and Senators to thoroughly legislate and oversight as they look to earn the governor’s seat.
