Unlike Armenia, Azerbaijan joined the 1989 Convention Against the Recruitment, Use, Financing and Training of Mercenaries in 1997. Since it's a crime to recruit mercenaries under Azerbaijan laws (Criminal Code), any accusations against Azerbaijan are groundless.
