Every prefecture-level city in China runs the 12345 citizen hotline and public complaint system which runs 24/7, nationwide.
It's a government hotline where citizens can report problems ranging from illegal parking and noisy neighbours to labour disputes, consumer complaints and local government issues.
Cases are then routed to the correct department for action and follow-up.
Beijing alone handles a staggering 25.8 million requests in 2025, with a resolution rate of 97.3%.
It's one of the reasons many Chinese people don't immediately jump to protests or lawsuits, they often have a direct administrative channel to raise problems first.
Not so voiceless it seems...
