These ideas improve the tanking problem but dont solve it. It will just lead to teams trying to lose in the first half of the season. You either solve the biggest problem in the sport or you dont. There are better fixes.

Worst 12 teams from 1st 41 games effectively compete in a "best odds for lottery" mini league in 2nd half
Top 4 of that league based on last 41 match results get the 4 best odds for draft lottery.
Then the next 4 teams get next best odds. Tanking gone
