well said; plus we do not want to penalize farmers, they provide a valuable service (we need to eat) but we also need and want clean water. It has to be win-win! period
Illinois is failing to keep our water clean.
The state has failed to reduce the vast amount of fertilizer from farms that pollutes streams, makes its way down the Mississippi River and causes a massive dead zone in the Gulf of Mexico where no fish or marine life can survive.
