I18n should be part of our DoR for any global-facing service. The implementation method is flexible; ideally, we should maintain a single codebase, but a community-based approach is also acceptable. That said, the prerequisite is that no text should be hardcoded to ensure translatability. Much like testability, 'translation-readiness' must be treated as a critical, module-oriented requirement.
