Since we live in a society where we can’t really burst out and express our emotions freely, he imagined a place where people who are brekaing down and in great pain could gather and let it all out. He called this place "Love Ward". Love is a metaphor here, but the song can also be about any pain.
In the song, they're pleading to be saved, but no one can save them.
