That's the exception many will make. Printing your own discs is not really feasible for self published titles.
2K and Sony on the other hand does have the money. So, they don't have excuses.
Rockstar confirmed the physical GTA 6 edition ships November 19 with a download code and no disc. Two retailers are refusing to stock it.

Loot Box Gaming: "If a product can't honor the people who pay their hard-earned money to purchase it, then we have no business trying to sell it to our customers."
146 games have already used the code-in-box format in 2026 alone. If GTA 6 sells 50 million copies without a disc, every major publisher reads that as permission to follow.
A box with no disc is not a physical game. It is a receipt. Do you agree?

This is why people get tired of the shenanigans.
First, they gimp the 1.0 enough that it passed QA at Sony. Then Ubi try to save their face by placing logos which are easily missed.
Sony killed their physicals by being so lax. This should never have passed QA.
Another shady trick to steer customers away from physical media and ownership: Deliberately release broken products to undermine the value of a physical release.
