UPDATE: Alliance for Transformation (ANT) Secretary General Alice Alaso has questioned the chain of command in government, calling on President Museveni to clarify whether he remains fully in charge or has delegated authority. She said that if he is still the Commander-in-Chief, he should call the Chief of Defence Forces (CDF) to order.
