@EileenFindlay3 Plenty of yellow in the juveniles but I've not seen it retained into adult plumage. I could easily be wrong though. It's a bird to learn from.

Odd looking Pied Wagtail. Lots of yellow on the face and a lot of white in the wing.

@stephenhigginz I'm not in a position to rule anything out but I don't think it's a hybrid. White Wagtail has quite a few subspecies, Pied being one of them, but is it just odd or one of the other subs?
