Sivers received $6M from the US CHIPS Act via the Northeast Microelectronics Coalition Hub — executed through the Naval Surface Warfare Center — to develop FR3 beamformer chips for 5G/6G. partners on the program : Ericsson, Raytheon, MIT, Boston University.
Read that again. a Swedish company is being funded by the US government to build strategic chip technology on American soil.
That's not a grant. That's a signal. Washington classified Sivers' photonics tech as critical to US national security. the Nasdaq dual listing isn't just about capital access — it's the logical next step for a company already embedded in the US defense industrial base.
$XFAB — EU Chips Act, structural tailwind
X-FAB doesn't receive direct EU funding. but its entire business model sits inside the EU Chips Act's target zone. the EU just approved €211M in Italian state aid for photonic chip development — exactly XFAB's specialty. and Chips Act 2.0 was proposed today (June 3) with a goal of mobilising €200B by 2035 for European semiconductor sovereignty.
XFAB operates specialty fabs in Germany and France building SiC, photonics, and analog chips — the three categories the EU has explicitly ring-fenced as strategic. every European company that gets Chips Act money to develop chips needs a foundry to make them. XFAB is that foundry.
→ SIVE : already in the US defense supply chain. listing formalises it.
→ XFAB : EU industrial policy is building a moat around its customer base.
Two different angles. Same structural theme : Western governments are paying to rebuild semiconductor sovereignty. These two names are in the middle of that.
