County made a counteroffer to the city's LOST proposal just now, pretty close to what city approved yesterday, but with a faster escalation to 31%.
Cities' escalation will take 5 years to reach 31%: 24%, 26, 27, 29, 31
County's will take 4, and starts higher: 26%, 28, 28, 31
