The only condition is that the driver will have to try to help the victim to reach hospital, instead of running away.
How's this rule against drivers?
Also, this rule is applicable on all kinds of drivers but not only truck/bus drivers.
It's true that in such conditions drivers chose to run away to avoid Mob lynching but then helping the victim is also necessary.
But since gvt has just introduced a strict (capital punishment) law against such mob lynching cases, public will avoid any such things.
A country wide awareness campaign is necessary.
Someone stole an entire pond in Bihar: water pumped out, sand stolen, surface leveled, a hut erected, and barricades put up, all within a night.
Others might find it (funnily) shocking, but perhaps it's normal in Bihar.
Can Bihar change? Unlikely. Had there been a little motivation within them, they would have thrown out the Lalu family into oblivion long ago, but they still remain powerful political stakeholders.
One of the main reason is, if poverty has been prevalent for generations within a society, it can become ingrained in their cultural fabric as 'normal'. The desire to seek upliftment ceases as people adapt to their current circumstances and form their expectations based on it. Thereafter, it becomes very easy for politicians to lure them with incentives like daru, money, naach-gaana, caste pride, etc.
Hope Bihar changes. Really want them to reclaim the past glory.
