Usulan AS adalah:

1. "Blanket Overflight Clearance":
Indonesia memberikan izin terbang massal untuk semua pesawat militer AS. Artinya, pesawat AS tidak perlu mengajukan izin satu per satu setiap mau melintas.

2. Notifikasi, Bukan Permohonan:
Sistemnya adalah "notification-based". AS cukup memberi tahu, bukan minta izin, bahwa pesawat mereka mau lewat. Begitu terus sampe ada pemberitahuan pembatalan dari AS. Ini artinya menghilangkan kendali Indonesia atas lalu lintas udara militernya sendiri.

3. Ruang Lingkup Luas:
Izin ini diberikan untuk "contingency operations, crisis response missions, and mutually agreed exercise-related activities." Frasa "contingency operations" dan "crisis response" ini sangat lentur dan bisa dimaknai macam-macam, termasuk operasi militer besar.

4. Jalur Panas (Hotline):
Disebutkan juga pembentukan hotline langsung antara US Pacific Air Forces (PACAF) dan pusat operasi udara Indonesia. Ini adalah standar untuk sekutu dekat, tetapi di konteks ini, lebih berfungsi untuk mengoordinasikan aliran lalu lintas pesawat AS yang padat.
