@taitdl@WilliamsForOPPD Sure. We simply instituted a customer charge equal to the actual cost to serve each class. Then we charged the wholesale rate for energy and peak contribution. Kwh were about 6 cents and peak Kw about $11.
@taitdl Not a bad idea. It has been 8 years since Glasgow implemented real TOU rates with a coincident peak demand charge. The rates worked. Load factor soared. People reshaped their load shape and saved real money. However, an idiot journalist and a handful of critics ended it.
