@CSBAGUGANDA ED @JuliusMukunda has welcomed stakeholders at the 41st CSO Pre-Budget Dialogue under the theme: "Repurposing the Budget for Economic Transformation & Sustainable Growth"
He provided accountability highlighting the various CSO alternative proposals that Government adopted in #UGBUDGET25 some of which include.
▶️50 nonfunctioning projects were removed from the Public Investment Plan to create fiscal space.
▶️UGX 1.4 trillion was allocated to addressed domestic arrears, as an increase of 60% from UGX200 Billion in FY2024/25
▶️Key climate finance frameworks including climate finance strategy were launched.
▶️UGX 20.7 Billion was allocated for disaster preparedness and refugee management among others.

Today, @CSBAGUGANDA together with a host of different CSOs are gathered for the CSO Retreat on the National Budget Framework Paper (NBFP) with a round of introductions from various participants.
This NBFP comes from Section 8 (3) and Section 8 (5) of the Public Finance Management Act, a paper that is Government's overall strategy for the budget and serves as a link between Government's policies and the annual budget detailing several sectoral expenditure plans and policies.
The theme of the NBFP for FY 2026/27 is “Full Monetization of Uganda’s Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Social Services, Digital Transformation and Market Access”

In a related development, our CSBAG partners in South Africa, @CEGAA_Africa represented by Program Manager, Mr. Silindile Shezi took CSO partners through the understanding of the Budget Monitoring and Expenditure Tracking (BMET). He emphasized that meaningful budget advocacy requires bridging theory and practice by equipping partners with technical support, evidence generation, and financial analysis. By involving communities especially women in monitoring and demystifying financial data for various audiences, @CSBAGUGANDA strengthens transparency, accountability, and grassroots participation.
The process connects policy, budgets, and service delivery through continuous monitoring of allocations, expenditures, and outputs. Success depends on sustained research, dialogue with government, capacity building for civil society, and empowering communities to demand better services.
