IGAD Reaffirms Support for Refugee Inclusion in Ethiopia
H.E. IGAD Deputy Executive Secretary Mohamed Abdi Ware participated in the launch of the MAKATET Roadmap: National Framework for the Socio-Economic Inclusion of Refugees in Ethiopia at the historic Adwa Museum in Addis Ababa.
Hosted by H.E. Teyiba Hassen, Director General of Ethiopia's Refugees and Returnees Service (RRS), the event brought together senior government officials, development partners, diplomats, civil society, and refugee-led organizations.
In his remarks, H.E. Mohamed Abdi Ware commended Ethiopia's longstanding tradition of providing refuge and protection to those fleeing conflict and reaffirmed IGAD's commitment to supporting the implementation of the MAKATET Roadmap and strengthening regional cooperation on refugee inclusion and durable solutions.

The @IGADSecretariat and @DRSKenya have launched a #3day capacity-building workshop for legislators and policymakers on refugee protection and inclusion.
The workshop strengthens understanding of refugee governance frameworks and supports implementation of Kenyaโs Shirika Plan (2025โ2036), advancing the transition from refugee camps to integrated, self-reliant settlements.
Bringing together Member of the County Assembly (MCAs) from Garissa, Turkana, and Nairobi City counties, alongside partners from DRS, the Shirika Plan Secretariat, and the @WorldBankGroup, the initiative promotes alignment of county legislation, planning, and budgeting with national refugee policies for the benefit of both refugees and host communities.

The @IGADSecretariat and @RRSEthiopia have convened a 3-day National Consultation Workshop on policy awareness and operationalizing refugee right to work in Ethiopia.
The discussions focus on implementing Article 26 of Refugee Proclamation No. 1110/2019 (Right to work) and Directive No. 1019/2024, which sets out procedures for work permits and business licenses.
The workshop aims to build consensus on practical strategies to support refugee economic inclusion and address implementation challenges.
In her opening remarks, @TeybaHassen, Director General of @RRSEthiopia, reaffirmed Ethiopiaโs commitment to advancing the right to work and encouraged private sector meeting.
IGADโs Head of Mission, @abebaw_bihonegn, emphasized regional displacement challenges and the need for policy reforms and actionable solutions from the meeting.
The engagement is supported by the @WorldBankAfrica under the Regional Policy Dialogue on Forced Displacement in the Horn of Africa.

๐National Dialogue and Knowledge Exchange on Development Responses to Forced Displacement in Ethiopia, Concludes.
The forum was a demonstration of whole of Government approach as participants convened to enhance synergy, coordination, and complementarity across Ministries, Departments and Agencies implementing Development Response to Displacement Impacts Project (DRDIP II) in Ethiopia.
Participants committed to accelerate implementation of the MAKATET Roadmap, strengthen coordination across Federal, Regional, and Woreda levels, scale up economic inclusion and livelihood opportunities and enhance data systems and use evidence for policy and planning, among others. #IGADRefugees

Under the #IGADSupportPlatform on Forced Displacement, IGAD Heads of State made pledges to improve protection space and solutions for the forcibly displaced residing in the region.
Member States have since developed national legislation for protection of refugees and asylum seekers, adopted an open door policies alongside whole of Government and whole of society approaches, while improving the social economic conditions of displaced persons across the region, among others.

The State Minister at the @FMoHealth Dr. Dereje Duguma, highlighted that refugees are being successfully integrated into the nation's healthcare system, including;
โ Refugees access to primary health facilities and inclusion in disease prevention campaigns are practical examples of realizing the aspirations of the Makatet Strategy.
โ Dr. Duguma affirmed the Ministry's commitment to providing essential health services for refugees and acknowledged the significant contributions of the DRDIP in this effort.

๐ฃ DRDIP @WBG_IDA's Matt Stephens, said hosting refugees presents opportunities to grow the local economy and hosting areas and though DRDIP II will help to build public infrastructure, attracts people with labour and skills.
๐ฃ @AtienoAMargaret, Deputy Representative at @UNHCREthiopia commended Ethiopia Government's progressive policies that grant refugees access to work, freedom of movement, access to education, health care, and other essential services in alignment with the Global Compact for Refugees.

The @IGADsecretariat has commenced a National Dialogue and Knowledge Exchange on Development Responses to Forced Displacement, in Ethiopia.
The forum provides a national platform for enhancing synergy, coordination, and complementarity among Development Response to Displacement Impacts Project (DRDIP) Ethiopia, @RRSEthiopia, and other MDAs as part of the whole government approach.
The State Minister for @MoA_Ethiopia, Dr. Melese Mekonen, highlighted the implementation scorecard for the DRDIP II, which has demonstrated tremendous impact on the refugee and the hosting communities across the six regions implementing the Project.
The effect of the community-driven investments has resulted in accelerated development in refugee-hosting areas that were hitherto ranked below national development indices.
Speaking on behalf of the IGAD @Drworkneh Executive secretary, Mr. Abebaw Bihonegn (@abebaw_bihonegn), IGADโs Head of Mission for Ethiopia, lauded the bold reforms undertaken by the Government of Ethiopia towards expanding the asylum space and promoting the socio-economic integration of refugees and host communities.

IGAD, in collaboration with the FDRE Ministry of Agriculture, is conducting Geo-Enabling initiative for Monitoring and Supervision (GEMS) training for Ethiopia's DRDIP II Project in Bishoftu, Ethiopia. This step affirms our unwavering commitment to provide durable solutions for the forcibly displaced population within the #IGAD region.
