He's already a billionaire and came out of retirement to build this, imo, out of passion and not for money. So idt he will sell until this is built out globally. Legacy is important once you're already a billionaire.

This is true at most manufacturing companies I've worked for and now even in my software career. Always impossible features and deadlines and told to "figure it out". We miss the deadline and still get praised by management for the progress made.
The mindset is you'll always fill the time with under promised goals so set the bar high to get true acceleration.
They've said 100 is for minimum global coverage - 248 is MIMO, added capacity, etc.
In my opinion, the demand will be so high that we end up with many more on top as well when the time comes.
Will be interesting to see if anyone does want their own shell eventually like DoD but I think that comes later.
