The Ministry of Interior ,the same institution that oversaw the National Police Service during the crackdown on protesters ,is the accounting officer for the KShs 2 billion compensation fund for human rights victims.

And here’s what the budget tells us:

📌 The 2 billion was a supplementary appropriation , a one-time emergency budget item that must be closed by June 30, 2025.
📌 Look at the 2026/27 and 2027/28 columns under Vote R1026. There is no compensation budget next year. Zero.
📌 This isn’t justice. This is a fiscal deadline dressed up as accountability.

When they say victims will be paid “within a week” ,it’s not because justice is being served. It’s because the money expires at the end of this fiscal year.
