Furthermore these payments are inconsistent with President Trump's agenda, and he's entirely within his rights to turn them off.

@cwebbonline I can appreciate how you see it in theory, but even if your theoretical characterisation is correct (don't think it is), investigate how it's translated and implemented at the agencies. The end result: racial quotas. Which is essentially racism dressed in subtle language.
