When I started this public debt audit, I never imagined how much I’d uncover about Kenya’s financial system.
The grand looting scheme began with the unconstitutional amendment of the Public Finance Management Act in 2014. This amendement, passed without Senate involvement in violation of Article 110, gave unchecked powers to open foreign accounts and engage in cross-border loan transactions without proper oversight.
Since then, billions have been borrowed through off-budget loans; loans that never passed through Parliament for approval, borrowed unconstitutionally and not tied to any development projects, as the law demands.
These secret loans bypass scrutiny, accountability, and transparency, leaving Kenyans in the dark about our true debt position, while the burden quietly grows.

I often tell you that in our country, government exists to serve corrupt politicians, and I really hope that you never ever assume that I use these words because I love hyperbole.
I mean that literally.
If you still don't get it, let me use "Bonnie Mwangi's Hall of Shame Counties" of the FY2022-2023 Fiscal Year to drive this point home.
First, you might be asking: what the heck is "Bonnie Mwangi's Hall of Shame Counties?
These are counties that have demonstrated superstar level idiocy in terms of management (or more appropriately, mismanagement) of public resources.
You get on this list when, in a country full of really dumb leaders, you demonstrate your superstardom in this league of idiots.

Let's use Kajiado as an example.
This is a county with a 39% poverty rate. It means that 39% of the county cannot afford two meals a day. 30% of the population has never seen the inside of a classroom. The average citizen makes KSH 151,330 per year, or less than 15,000 per month.
It has bad roads, and even worse healthcare facilities.
With that in mind, in the blue-highlighted row, notice that, the Governor's salary is 79 times higher than the average citizen's annual income. 79 freaking times!
Ok?
Why in the world would a county with an 39% poverty rate do this? Why?
Because we are dumb Africans? Is that why?
Our "leaders" need to understand - in pretty short order, that working in government is not a license to divert resources to yourself.
You ought to be ashamed of yourselves. You really should.
Then, Kajiado, with a population of around 1.1 million, decides to spend KSH 933 million out of its KSH 9.6 billion budget, or 10%, on its 42 MCAs.
42 MCAs, eat up 10% of the budget. It's gone. You will never see it again.
Then, the county spends KSH 474 million on travel. All in one year. This is on a tiny number of people.
I know you are tempted to give them the benefit of the doubt when it comes to those trips. Trust, it's all nonsense.
It then spends KSH 30 million on the Governor's cars, and then KSH 240 million on cars for the MCAs.
All in one year.
These MCAs, who on average make about KSH 100,000 (about 6 times the average citizen's income in Kajiado) are then given KSH 6 million in allowances.
So in total- just on travel, cars, and allowances, Kajiado has spent KSH 751 million. On like 45 people.
Would it surprise you to learn that Kajiado only spent KSH 175 million on bursaries/education, for the year, on ALL CHILDREN IN THE COUNTY of 1.1 million people?
Would it also surprise you, as you can see in the very last row, to learn that Kajiado only spent, according to them, KSH 121 on the 10 largest development projects in the year?
They spend KSH 751 million on a few people, travelling and eating in style.
Then throw in KSH 175 million in bursaries for the entire county of 1.1 million people.
And then - to extend their amazing generosity and good stewardship, they drop a tiny KSH 121 million on "development" projects.
If you look at the other counties here, it is the same movie over and over, and over.
And trust me - it is the same movie across the country.
And this is not even looking at corruption. This is only the "legal theft".
Folks - ni kubaya.
There is absolutely no question whatsoever that our government exists primarily to serve corrupt politicians. Pure, and simple.
Corrupt politicians lie - data does not.
