America outbuilt the world in the 20th century and treated industrial capacity as the engine of national power. Reindustrializing the deep ocean requires the same mindset. The next crisis in the subsea domain will not wait for a repair ship to sail halfway across the world. We should build the vehicles, networks, and industrial base before that crisis arrives. The deep ocean should not remain a blind spot where the U.S. merely reacts to provocations from our adversaries. It should be a domain that we observe, inhabit, and defend.
