It's part of the pencil sharpener included with all cars made before 1976. The sharpener was included with a #2 pencil for the end customer to write in the milage, date and description of any services not performed at the dealership, in the back of the owners manual.

Dealerships, however, would frequently remove both the sharpener and pencil in an effort to prevent the customer from going to an independent repair shop. This is why classic cars seldom, if ever, are found with the OEM pencil and sharpener still intact with the car, today.

The inclusion of both with new cars was stopped in 1976 due to cost reductions in auto manufacturing and increasing pressure from consumer protection groups and laws allowing non dealership repairs.

The practice of the pencil/sharpener removal did continue after 1976 by some dealerships, because of what some experts consider as "spiteful behavior" and retaliation for the loss of the repair business.

It's not all bad news though, starting with the 1932 Duesenberg, a then widely held superstition was circulated that if the pencil and sharpener were given to children to use at school, good luck would fall on the sales team. This is why a majority schools moved from using ink pens and wells to pencils and sharpeners.

Although never found with the original cars today, some of these pencils and sharpeners can be found still in use today. However, you must look carefully in elementary schools built around that time and are still open.
