As a striper, The first picture yes, but paint is rarely put down permanently, the other pictures are thermo, as can be seen with the first picture in the cluster actively being applied by a thermoplastic cart. Bottomline, paint absolutely gets applied to asphalt all the time, and as long as itโs 40 degrees and rising paint can be applied.

In this case, the reason it wasnโt painted over is because you can only paint fresh roads if your trying to blend it; black paint is used in that scenario, this being a worn road it would look odd.
The most likely way this was removed was with a grinder, and then a white thermoplastic crosswalk
