【XRP × Clarity Act 最新情報】

上院でClarity Actの採決が一時棚上げされ、年内成立確率は約37%まで低下。

短期的にはXRPにも逆風に見える状況。しかし、ここで注目すべきはウォール街の本気度。直近で以下の大手が相次いで
Clarity Actへの支持を表明

・BlackRock
・Fidelity
・Goldman Sachs
・Franklin Templeton
・Charles Schwab
・SoFi

特にBlackRockは
「投資家保護を最優先にした規制枠組みを作る重要な一歩」と公式に評価。

運用資産合計で数十兆ドル規模の巨大勢が「明確なルールがあれば米国は競争力を保てる」と声を揃えている。

XRPにとっては、この法案が可決されれば「デジタルコモディティ」としての地位が法律で確定し、機関投資家・銀行の本格参入が加速する可能性が高い。

規制の遅れはあるが、大手金融がここまで前のめりになっている事実は、むしろ中長期の追い風。

「いつ通るか」が次の大きなカタリストになりそう。

現時点（2026年7月30日時点）では、業界支持は確かに高まっている一方で、上院可決の可能性が「昨日より明確に高い」とは言えません。可能性は依然として限定的で、時間的制約と未解決の争点から全体として停滞気味です。

支持の高まり
BlackRock、Fidelity、Block、Coinbaseなど大手や業界団体の支持表明が続いています。最近もBlockが上院本会議での審議を求める書簡を出すなど、業界の後押しは強まっています。
一部報道では、民主党議員が7〜10人程度が賛成に傾いている可能性がBloomberg関連で言及され、X上などで楽観的に伝えられるケースもあります。

上院可決の見通し。

7月27日前後の報道では、上院多数党院内総務のJohn Thuneがロシア制裁関連や指名承認を優先し、Clarity Actを当面棚上げする形になっています。8月の休会（おおむね8月7〜8日頃開始）まで残り時間が極めて少なく、本会議でのcloture（議事終結）手続きに入る余裕が限られています。次の本格的な窓は9月になる可能性が高いです。

最大のハードルは倫理規定
（政府高官・大統領関連の暗号資産関与制限）。共和党案では不十分との民主党の反発が続き、7月29日の報道ではThom Tillis（共和）とRuben Gallego（民主）がより厳しい妥協案をまとめ、ホワイトハウスに提示する動きがあるとされています。これが進展すればプラス材料ですが、詳細は未公表で、ホワイトハウスや多数の民主党の合意が必要です。DeFi関連やステーブルコイン利回りなどの残論点も残っています。

まとめると、業界支持の高まりは事実ですが、上院可決の現実的な可能性は、日程の逼迫と倫理規定の決着次第で、昨日から大幅に改善したとは言いにくい状況です。

交渉が急速にまとまり、来週中にcloture手続きに入れれば可能性は上がりますが、現時点では不透明で、9月以降や中間選挙後に持ち越されるリスクも高いです。最新の動向は日々変わるため、公式スケジュールや主要議員の発言を注視する必要があります。
