Good afternoon distinguished NARDITES.

The Leadership of the Nigerian Association of Resident Doctors (NARD) participated in a meeting with the Committee of Chief Medical Directors of State Teaching Hospitals in Nigeria (COCSTHIN). This high-level meeting was held at Lake Greenfield Hotel and Towers, Kado, Abuja on Tuesday 31st March 2026.

Key stakeholders present at the meeting included:

- Honourable Minister of State for Health and Social Welfare, Dr. Iziaq Kunle Salako @SalakoIziaq

- Executive Secretary, Nigerian Governors’ Forum: Dr. Ahmad Abdulwahab

- COCSTHIN Chairman: Prof. Olawale Adebayo Olakulehin - CMD LAUTECH Teaching Hospital

- COCSTHIN General Secretary : Dr. Olubunmi Fatungase – CMD, Olabisi Onabanjo University Teaching Hospital (OOUTH), Sagamu

- Chairman, Nigerian Medical Association (NMA), FCT Chapter: Dr. Emeka Ayogu

NARD’s presence at this strategic engagement underscores our commitment to strengthening collaboration with Chief Medical Directors of State Teaching Hospitals, with the aim of ensuring that our members in these centres enjoy comparable welfare, training standards, and working conditions as their counterparts in Federal Teaching Hospitals.

The President of NARD, Dr. Mohammad Usman Suleiman, expressed deep appreciation for the invitation and called on Chief Executives of State Teaching Hospitals to domesticate best practices obtainable in Federal institutions. He further emphasized key demands of NARD, including the implementation of the Professional Allowance Table, payment of Specialist Allowance, Medical Residency Training Fund (MRTF), Accoutrement Allowance, among other welfare-related entitlements due to our members.

The Leadership of NARD also used this medium to appreciate the Government of Benue State for the commendable step of clearing salary arrears owed to our members at Benue State University Teaching Hospital (BSUTH). We equally commend other State Governments that have demonstrated commitment to doctors’ welfare through the payment of MRTF and the domestication of CONMESS.

Furthermore, NARD reassures State Governments and Chief Executives of Teaching Hospitals of our unwavering support and readiness to partner in improving clinical services, strengthening healthcare delivery, and advancing the overall health system in Nigeria.

We wish to reaffirm that the welfare of our members remains our utmost priority. The Leadership remains resolute and will continue to advocate tirelessly for improved working conditions, fair remuneration, and a conducive professional environment for all resident doctors.

URGENT APPEAL TO AVERT A LOOMING NATIONWIDE NARD STRIKE (TICS 2.0)

Dear Esteemed Leaders and Respected Elders of the Medical Profession,

I write to you at a critical moment for Nigeria’s health sector and the medical profession. As revered elders, past and present leaders, and custodians of the values that have long sustained our noble calling, your voices carry unmatched moral authority and national weight.

The Nigerian Association of Resident Doctors (NARD) stands on the brink of another nationwide industrial action— Total and Indefinite Comprehensive Strike TICS 2.0 triggered by the failure of the Federal Ministry of Health and the Federal Government to honour the Memorandum of Understanding (MoU) freely entered into with NARD. This development is deeply distressing, not only because of its implications for healthcare delivery, but because it represents a breakdown of trust, sincerity, and good faith in government–professional relations.

For clarity, the sequence of events over the past few months underscores NARD’s patience and restraint:
• Following the suspension of the warning strike, NARD issued a two-week ultimatum, which elapsed without any meaningful response from the FMOH or the Federal Government in the last AGM.
• This ultimatum was subsequently extended by 30 days as a form of goodwill, again without response.
• A further seven-day extension was granted, still without response.
• Consequently, TICS 1.0 commenced, prompting limited engagement that culminated in the signing of an MoU with clear timelines.

Today marks the 31st day after the signing of the MoU, yet there has been no visible or substantive progress on its implementation. In this context, it is only fair to state that resident doctors should not be blamed if industrial action resumes, having repeatedly demonstrated patience while government obligations remain unmet.

It is important to emphasise that NARD has shown uncommon restraint and patriotism. Strikes were suspended, timelines were extended, and multiple conciliatory meetings were honoured, all in the hope that commitments made by the government would translate into concrete action. Regrettably, most of these commitments remain unfulfilled, while agreed deadlines have been ignored without explanation.

Distinguished elders, resident doctors form the backbone of service delivery in Nigeria’s tertiary hospitals. They are overworked, continue to experience breakdowns, and are increasingly demoralised. When agreements addressing our welfare endorsed by the Federal Government are treated with levity, it sends a dangerous signal that sacrifice, dialogue, and professionalism no longer count.

We therefore humbly but urgently appeal to you to prevail on the Federal Ministry of Health, and by extension the Federal Government, to take immediate and visible steps to honour the MoU with NARD. Your timely intervention can still avert this looming crisis, restore confidence, and prevent yet another avoidable disruption to healthcare services across the country.
History has shown that when respected medical elders speak, governments listen. This is one of those defining moments where your intervention can preserve industrial harmony, safeguard patients’ lives, and protect the integrity of our profession.

Nigeria’s patients, our colleagues, and the future of the nation’s health system are counting on you.

Doctors leave and positions stay vacant. Workload piles up. Doctors burn out. Mistakes become unavoidable. Patients carry the weight of a system that refuses to replace its workers.

Arrears from years past remain unpaid, and yet new arrears keep piling up. No sector can function this way, especially not healthcare.

Five doctors were dismissed in Lokoja for demanding what every health worker deserves; fairness, safety, and dignity.

A system that does not care about protecting its workforce does not care about protecting its patients.

Silencing doctors instead of fixing the system is not governance; it is cruel intimidation and sabotage to the survival of healthcare.

Justice must be served. Reinstate them immediately!

We cannot keep patching a collapsing system at the expense of doctors. This strike is not the problem. Rather, the conditions that made it necessary are.

If a doctor delivers specialist care, they should receive specialist allowances. But the allowance is withheld, while the workload is not. This isn’t just unfair, it is intentional undervaluation.

CBA stands for Collective Bargaining Agreement.

The CBA Committee is responsible for overseeing welfare-related agreements affecting health workers. Their duties include reviewing and updating terms of service, evaluating the applicable salary structures for health workers, and ensuring proper relativity among different cadres. They also identify discrepancies, underpayments, or unimplemented increments affecting health workers (including resident doctors).

When government releases a circular adjusting salaries or modifying CONMESS (the salary scale for resident doctors), the CBA Committee ensures that the new structure is implemented correctly. This includes verifying correct placement on grade/step levels, ensuring arrears are properly calculated, and making sure every agreement is documented, fair, and enforceable.

The CBA is not a suggestion, it’s a signed agreement.
When Government refuses to honour it, they are the ones breaking trust, not doctors.

You cannot demand patriotism from the very people you underpay, overwork, and disregard. Implement the CBA. That is one of the ways to stop the brain drain.

Until then, we will keep demanding what was already agreed.

RESPECT THE MESSAGE, AND NECESSARILY THE MESSENGER

NO ONE IS INFALLIBLE

Permit me to observe all possible protocol, with due respect, all due diligence and all due recognition.

Dear Distinguished and Esteemed NARDites,

Much has been said and made about the methodology the Nigerian Association of Resident Doctors (NARD) adopted in pressing home this current agitation in the last two months.

Much has also been made of the character, attitude, demeanor and intentions of members of NARD—From the National Officers to the National Executive Council, from the President to the Members of NARD.

These assertions range from subtle (and obvious) intimidations, misrepresentations, miscommunications, missed communications and even outright misunderstandings and misinformation. This even includes calling into question the love for our jobs, profession, patients, constituted authority and even the nation.

Harsh and unprintable names, adjectives and pronouns have been used to describe all of us under the umbrella of NARD.

However, a few facts are unyieldingly undisputed, undiluted, uncontested and undeniable.

First, the genuineness of the agitation, the injustices therein, the need to resolve them, the ‘welfarism’ nature of them and the importance of all of it in ensuring effective patient care is clear to all.

Second, the resolve of members of NARD remains unshakable, unencumbered, unstoppable and uncompromising.

Third, the chronic nature of these demands, the acute on chronic exacerbations precipitating them and the damage it has caused for the country is crystal clear.

Fourth, the seriousness of the issues, the urgency needed in ensuring they are fixed for the long term, the courage of NARDites to ensure they are fixed is not in doubt. The debate thus far has acknowledged this.

NARD is yet to see any conversation, interaction or conciliation that has taken away the above facts from the table.

This is why this message from NARDites across Nigeria is very loud and clear.

This is why this message has resonated even outside the boundaries of NARD.

The old saying "do not throw the baby away with the bath water" crystallizes another old saying of "don’t shoot the message, shoot the messenger"

Permit me to call on all our Dear and Distinguished NARDites across the country and all the opponents and proponents of this current agitation to avoid the tactic of shooting both the message and messenger.

Even if Government does it, and it has done that quite obviously, do not descend to that level.

Doing so loses the essence of the message, opens the struggle up for ridicule and allows the argument to change to ‘these boys lack respect’

Remember fellow NARDites, these agitations aren’t a ‘ward round’. Even though some would love for it to be so. It is where some want the debate to go to. It is the only way these types of people know to engage with NARD and NARDites.

I therefore call on all of us in NARD and those outside NARD that support us in our hour of need to steer clear of the temptation to answer these negative descriptions attached to NARD and it’s genuine agitation.

Dear NARDites, person wey report case to police first no mean say e go win the case, But in this case, na we report fes and na we come dey win the case.

Victory at the end, is enough. Victory at the end, should be enough. Victory at the end, must be enough without yielding to unnecessary digressions, distractions and disillusions. This will only lead to distortions, disappointments and disasters.

STEER CLEAR OF ORAL MISGIVINGS THAT FURTHER DILUTES OUR ANAEMIA

I urge us all to stay focus, hold the line.
