You can control the max concurrency *at the event source* rather than just at the Lambda level.
Prevents sending messages to DLQ just b/c you were limiting downstream system.

1/ highly privileged
2/ used in such a way that they have a tendency to spread over time (to multiple codebases, tools, workstations, etc.)
