Where has the revenue gone missing? A pertinent question

Unless revenue from key departments such as Mines, Commercial Taxes, Excise and Registration flows steadily into the State coffers, repairing the State's finances will remain difficult. This was the argument advanced by former Finance Minister Palanivel Thiaga Rajan, who also talked about releasing a white paper.

In an interview to The Hindu, he said a substantial portion of the excise revenue appeared to have gone missing.

“Between 2004 and 2014, the revenue was robust, with the State receiving between 10% and 11% of GSDP as revenue. How did we achieve that? How much did we get from TASMAC, mines, commercial taxes, professional taxes, registration fees and stamp duty? We need detailed tables for each revenue head. Only then can we understand where the money came from and what has gone wrong.

“My preliminary studies suggest that a significant portion of the revenue used to come from excise, and that is now gone. What happened? Is there that much corruption in TASMAC? Where has the excise revenue disappeared? I do not know. I have to find out,” he said.

However, it remains a million-dollar question why he was unable to overcome the crisis or implement the measures he aspired to pursue during his tenure as Finance Minister.
