These were so successful at lowering rents that the city outlawed these within a few years over concerns from neighbors worried about parking (of course) and too much density. If the city council actually cared about affordable housing, they’d be clamoring to bring these back.
Austin doesn't have any IZ requirements and built so much housing that rents are now down 20% from their peak. IZ makes housing more expensive, not less.
