It was a routine working day for Mr. Paojangam Chongloi, an employee of the Manipur State Power Distribution Company Limited (MSPDCL).

Acting upon a request from local residents and in pursuance of instructions issued by his superiors, he was deployed to restore electricity supply that had been disrupted due to inclement weather on the preceding day.

While diligently discharging his official duties, he was brutally gunned down by armed cadres of the Tangkhul NSCN-IM and ZUF-Kamson.

The Government of Manipur and the MSPDCL are urged to unequivocally condemn this inhuman killing of an innocent and unarmed civilian and to initiate immediate and stringent legal action against the Tangkhul NSCN-IM and ZUF-Kamson.

It is deeply concerning that the Government of Manipur (GoM), through its official advisory, subtly shifts the blame for the flooding of the Imphal Valley onto Kangpokpi, a region predominantly inhabited by the Kuki-Zo community.

By repeatedly emphasizing that Kangpokpi is the “catchment area” responsible for runoff and downstream flooding, the advisory risks scapegoating a minority hill district for a disaster that is primarily the result of poor river management, urban planning failures, and climate-related vulnerabilities in the Imphal Valley itself.
