What you are claiming here is not legally possible within Thai regulations.
And anyone who connects their thai baht account to act as the decentralized baht fulfillment side is now acting as a money changer/remittance provider and needs to be registered. Being caught doing that without a license is not a minor thing.
The idea that you could do any of this legaly without the user even registering and verifying their identity first is pure fantasy.
You would have to partner with or become a registered e-payment provider to handle the baht fulfillment. The user would have to register for that e-payment wallet with their passport.
Thailand takes money laundering very seriously...
