I am 100% with the El-Rufai family on this. The Defence Minister has truly shown his colours. What makes it even more disappointing is that El-Rufai stood firmly by him when it mattered, only for him to turn around and betray him, and by extension, the Muslims of Kaduna & Nig.

Bro relax. A refinery like dangote makes average of $1Bn in annual PROFIT. The Iran war may push profits to $2Bn this year.
A $4Bn debt is small actually. At an IPO valuation of 50bn, selling 20% of his shares will raise $10bn and the debt can be paid off instantly if he wants.
So Dangote is telling me he's still figuring out the Lagos refinery IPO, hasn't even opened it for subscription yet, and now he wants to go build a whole new refinery in Kenya. As how na?
The Lagos refinery still carries $3.65 billion in debt. Not paid off. Just restructured, again, in March 2026, into a fresh $4 billion syndicated loan from 31 lenders, Afreximbank taking the biggest single share at $2.5 billion. The repayment plan itself, in their own words, depends on operating cash flow covering it by 2027, alongside "potential asset sales”,including possibly selling down stakes in Dangote Cement to service refinery debt. Omo, that sentence alone should worry every prospective IPO investor. They're telling you the plan to pay back existing debt might involve selling off a completely different profitable business.
Now, at the same time, this same company is walking into Kenya with a proposed 700,000 barrels per day refinery, priced between $15.5 billion and $17 billion, financed through a 30:70 equity-to-debt structure. That means roughly 70% of a new $17 billion project is expected to come from fresh borrowing.
Go back and read what I just said. While one refinery is still restructuring $3.65 billion in debt and hasn't listed a single share to the public yet, the plan is to take on new debt for a second refinery in a different country entirely.
This is my actual fear, and I'll say it plainly. I don't see this company paying meaningful dividends to Lagos refinery shareholders anytime soon. This isn’t because the business isn't real, it clearly is, but because every free cash flow conversation happening right now is about debt service, restructuring, and now potentially funding a second multi-billion dollar refinery on top of it. Dividends come after debt obligations are met. When debt keeps getting refreshed instead of retired, and new debt-funded projects keep appearing before the first one is fully proven out to public shareholders, that dividend timeline keeps sliding further away.
And there's a structural pattern worth naming here. Kenya is contributing seed capital, roughly Ksh21.5 billion, and has formed a government committee to fast-track this. Kenya wants this refinery badly enough to co-invest. That tells you something about the deal Dangote is negotiating on the Kenya side, probably favourable terms, government backing, reduced risk on his end. Meanwhile, Nigerian retail investors are being asked to buy into a $40 to $50 billion valuation on the Lagos asset, on debt that's still being juggled, before a single dividend has landed in anyone's account.
I'm not saying don't be excited about African industrial expansion. I'm saying ask the obvious question before you commit your naira. If the first refinery's debt isn't retired and dividends aren't flowing yet, why is the balance sheet already stretching toward a second one?
Wait for the prospectus. Read the actual debt servicing numbers. Don't let the Kenya headline distract you from the Lagos math that still hasn't fully resolved.
