Ok, so lets learn a little about the electrical grid because this is not the fist politician, or even mayor of NYC, to make a request like this. You can find instances from every state and every city no matter the political affiliation.
So first of all, NYC doesn't make its own electricity, a public company (Con Edison) does. That electricity is comes from all over the northeast. That utility has capacity to make electricity for a "normal" amount of usage with some surge capability. No grid, anywhere, is designed for worst case situations.
In a normal day in NYC the difference between the outside temp and desired inside temp is like 10-15 degrees and only for 2-3 hours. In those times only a percentage of ACs run at any given time so the maximum demand is spread out and the grid is able to stay balanced.
In a heatwave the temp difference is 30+ degrees and lasts 6+ hours meaning almost all ACs are running all of the time. That demand is now 2, 3, or 4 times higher than the planned maximum.
So what does ConEd do? Well it will bring in more power from the grid by buying it from other providers... BUT if the whole of the region is under the same heatwave, it can't do that as there is no excess power. Even if it could the "pipes" are only so big so you can't push all the power needed.
I get that electricity is magic and Americans assume they can have an infinite amount of anything at any time and never have to pay for it or suffer the consequences. But that belief and being mad that you can't have everything you want whenever you want it is far closer to socialism than saying "hey everyone, we need you to accept some personal responsibility for the group."

While I disagree with it being unclear, if you’re struggling with “is he left wing Antifa or a right-wing Groyper?!” Two things are clear:
1) He was mentally unwell.
2) It was too easy for him to access guns.
Solving these problems require more investment in mental health services, and better gun control regulations.
