جنوبی پنجاب کا ایک کسان پانی، نہری نظام، کھاد، زرعی تحقیق اور اپنی فصل کی مناسب قیمت کے بارے میں فکر مند ہے، جبکہ کراچی کے صنعت کار کے لیے بجلی، گیس، بندرگاہ، ٹرانسپورٹ، صنعتی زون اور برآمدات زیادہ اہم ہیں۔ پوٹھوہار کی اپنی معاشی ضروریات ہیں، بلوچستان کے مختلف علاقوں میں معدنیات، مویشی پالنا اور سرحدی تجارت بنیادی اہمیت رکھتے ہیں۔ جب ایک ہی صوبے یا بڑے انتظامی خطے کے اندر مسائل اور معاشی بنیادیں اتنی مختلف ہوں تو ایک جیسی ترجیحات سب کے لیے کیسے مؤثر ہو سکتی ہیں؟

نئے صوبوں کا مطلب پاکستان کو چھوٹے حصوں میں تقسیم کرنا نہیں، بلکہ حکمرانی کو عوام کے قریب لانا ہے۔ اگر جنوبی پنجاب کی اپنی انتظامی اکائی ہو تو وہاں زرعی معیشت، پانی، فوڈ پروسیسنگ، زرعی صنعت اور برآمدات کو مرکز بنا کر منصوبہ بندی کی جا سکتی ہے۔ اسی طرح کراچی جیسے معاشی مرکز کے لیے صنعتی ترقی، سرمایہ کاری، انفراسٹرکچر اور شہری سہولیات کو بنیادی ترجیح بنایا جا سکتا ہے۔

دنیا میں انتظامی اکائیاں اس لیے بھی تبدیل کی جاتی ہیں کہ آبادی، معیشت اور ضروریات وقت کے ساتھ بدلتی رہتی ہیں۔ پاکستان میں بھی اس بحث کو جذباتی نعروں کے بجائے انتظامی کارکردگی، معاشی صلاحیت اور عوامی سہولت کے پیمانے پر دیکھنے کی ضرورت ہے۔

نئے صوبے پاکستان کو تقسیم کرنے کا منصوبہ نہیں، اگر درست بنیادوں پر بنائے جائیں تو یہ وسائل کی بہتر تقسیم، متوازن ترقی، مقامی معیشت کے فروغ اور عوام تک مؤثر حکمرانی پہنچانے کا ذریعہ بن سکتے ہیں۔ مضبوط پاکستان کا مطلب یہ نہیں کہ ہر خطے کو ایک ہی سانچے میں ڈھالا جائے، بلکہ یہ ہے کہ ہر خطے کو اپنی صلاحیت کے مطابق آگے بڑھنے کا موقع دیا جائے۔

مگر کوئی بھولا بھٹکا پاکستانی مسلمان افغانستان جا نکلے تو اس کی اسلام کے نام پر گردن بھی اڑاتے ہیں اور گردن کاٹنے کی فلم بھی بناتے ہیں

رسول اللہ ﷺ کا ارشادِ ہے، "يَقْتُلُونَ أَهْلَ الإِسْلاَمِ وَيَدَعُونَ أَهْلَ الأَوْثَانِ"
(ترجمہ: وہ( خوارج )مسلمانوں کو قتل کریں گے اور بت پرستوں کو چھوڑ دیں گے)

اب پاکستانی افغانستان نہیں جاتے تو افغان طالبان ٹی ٹی پی کو پاکستان جا کر پھٹنے کے لیے افغان خودکش فراہم کرتے ہیں جو جتنے زیادہ پاکستانی قتل کرتا ہے اس کے مینٹور کمانڈر کو اتنی ہی زیادہ رقم انعام میں ملتی ہے پاکستان سینکڑوں بار افغانی خودکش حملہ آوروں کی شناخت، ان کے افغانی ہونے کے ثبوت ناصرف طالبان حکومت بلکہ عالمی سطح پر فراہم کر چکا، ان ثبوتوں کو اج تک کوئی جھٹلا نہیں سکا
مگر پاکستان کی وفاداری کا حلف اٹھانے والا خیبرپختونخوا کا وزیر اعلی سہیل آفریدی ناصرف ان ثبوتوں کو ماننے سے انکار کرتا ہے بلکہ ان افغان مہاجرین کی واپسی کو خود سے جنگ قرار دیتا ہے جو مہاجرین سو، سو ڈالر کے عوض پاکستان میں موساد کے لیے جاسوسی کرتے ہیں اور خودکش حملہ آوروں کی سہولت کاری بھی..

سہیل آفریدی طالبان کے مقابلے میں پولیس کو بے دست و پا رکھتا ہے، مساجد کو خوارج کی پناہ گاہیں بناتا ہے اور فوج کو ان مساجد کے قریب جانے سے روکنے کے لیے مقامی افراد میں فوج کی جانب سے مساجد میں کتے باندھنے کی افواہ پھیلاتا ہے اور باقاعدہ میڈیا میں بیان جاری کرتا ہے تاکہ مقامی افراد خود فوج کو مساجد کے قریب جانے سے روکیں اور فوج کو کافر قرار دیکر اس کے مقابل کھڑے ہو جائیں
کیا خوارج کے وزیر اعلی کو سینکڑوں پشتون مقتولین کے لواحقین پر حکومت کرنے کا حق ہے
کیا پاکستان کے دشمنوں کی سہولت کاری کرنے والا آئین پاکستان کا غدار نہیں؟؟ کیا اس وزیر اعلیٰ کے ہاتھ پاکستانیوں کے خون سے برابر رنگے ہوے نہیں؟
