Even Kazuya and Min Min as broken as they are, they just can't do things nearly similar to what Steve can do in unfavorable matchups.

2. Swords can't even break blocks without sacrificing an ungodly amount of frames.

Comp. scenes work in a way where everyone has their own strengths and weaknesses depending on the character, playstyle and matchup exp.
Steve's kit does NOT play by the same rules all other characters do.
Melee Fox and Marth are powerful picks.
Steve is simply unfair.
