This expansion of the Kaduna State Health Insurance Scheme addresses the financial challenge by enrolling vulnerable groups. At a time when healthcare costs continue to rise, this intervention represents more than policy; it is a commitment to protecting the dignity of those who might otherwise be excluded from essential medical services because of poverty.
No health system can outperform the people who sustain it, and motivated professionals invariably translate into better healthcare delivery. In acknowledging that, significant attention has been given to the welfare of healthcare workers. Improved remuneration through the implementation of CONMESS and CONHESS salary structures, alongside residency training support and recruitment of additional personnel has taken place in Kaduna’s health sector. It is only fittingly fitting therefore, that the lights, applause or serenades are visiting this sector…unavoidably, due to massive transformations of healthcare in the last three years. National recognition for improvements in primary healthcare delivery, pharmaceutical management and health sector reforms reflects a growing confidence in Kaduna's healthcare trajectory. While awards alone do not heal patients, they affirm that deliberate investments are beginning to yield visible and impactful results.
Governor Uba Sani remains undoubtedly the proverbial Lannister of our time and a sui generis to his people. Among the promises he made was the improvement of the health sector. We knew would, but we didn’t fathom how much of transformation he would bring to the sector in just three years. His interventions in Kaduna's health sector suggest an understanding that development is most meaningful when it touches the ordinary citizen. I must admit that more needs to be done, and challenges remain, but if sustained via Governor Uba Sani's SUSTAIN agenda, these challenges may well become history in the sector, and history will remember this administration as one that placed human wellbeing at the very heart of governance.

HURIWA Commends Governor Uba Sani's Humane Land Compensation Policy, Urges Governors Nationwide to End Arbitrary Property Seizures*
Pro-democracy and civil rights advocacy group; the Human Rights Writers Association of Nigeria (HURIWA) commends the Governor of Kaduna State, Senator Uba Sani, for demonstrating a humane, constitutional and rights-based approach to the exercise of the powers vested in state governors under the Land Use Act.
Governor Uba Sani's handling of compensation for citizens affected by the 15-kilometre Ring Road project has set a commendable standard for balancing the imperative of infrastructure development with the constitutional rights, dignity and economic wellbeing of citizens whose properties are acquired for public purposes.
HURIWA particularly applauds the governor's unequivocal declaration that "public interest can never become a justification for injustice" and that development can not be meaningful if it imposes hardship without compassion or pursues progress without fairness. These principles ought to become the minimum standard by which every governor in Nigeria exercises the enormous powers conferred by the Land Use Act.
While the law empowers state governments to acquire land for overriding public interest, such authority must never be exercised arbitrarily or in ways that impoverish citizens by dispossessing them of their homes, businesses and ancestral lands without prompt, adequate and fair compensation. Public interest and the constitutional right to property are not mutually exclusive. Responsible governance demands that both interests are carefully balanced.
For decades, compulsory acquisition of land has remained one of the most contentious aspects of governance in Nigeria. Across several states of the federation, thousands of citizens have allegedly been deprived of their landed assets through government acquisitions without receiving humane treatment or commensurate compensation. Reports of such experiences have emerged from states including Lagos, Anambra, and even Kaduna under the immediate past administration, leaving many affected families to bear enormous financial and emotional burdens.
It is, therefore, refreshing that Governor Uba Sani has demonstrated that governments can pursue ambitious infrastructure projects without sacrificing justice, compassion, and respect for the rights of citizens. His administration's decision to slow aspects of the Ring Road project to allow for transparent assessment of affected properties before compensation was paid reflects a commendable commitment to fairness and accountability.
HURIWA also applauds the governor's assurance that no citizen of Kaduna State will be dispossessed of property without fair and adequate compensation. The distribution of compensation cheques to 122 affected households and the disclosure that over N3 billion has been paid to households affected by various infrastructure projects underscore an approach to governance anchored on justice rather than expediency.
We urge all state governors to emulate this model by institutionalising transparent compensation mechanisms, engaging affected communities before compulsory acquisition of land, and ensuring that every citizen whose property is acquired in the public interest receives prompt, adequate and equitable compensation in accordance with the Constitution and the principles of natural justice.
Governments earn greater legitimacy and public trust when development projects are pursued with fairness, empathy, and respect for the rule of law. Sustainable development can only thrive where citizens are treated as partners in progress rather than casualties of it.

Kaduna Update: Governor Uba Sani Distributes Over ₦300M in Road Expansion Compensation
Kaduna Update: Governor Uba Sani has officially handed over compensation cheques totaling over
N300 million to residents impacted by the massive road expansion project in within Millenium City.
Beneficiaries are drawn from several communities within Millennium City (Chikun LGA), including Danbushiya, Keke A, Keke B, Keke Makera, Keke Mai Jama'a, Sabon Gero, and Dan Honu 2.
This gesture is a vital milestone in the Governor's Rural and Semi-Urban Transformation Agenda. By settling claims for approximately 300 households across these areas, the administration is ensuring that infrastructure progress does not come at the expense of the people.
The move clears the way for accelerated construction, bringing better connectivity and vibrant economic activity directly to the heart of the Millennium City community.
The Governor was accompanied by Deputy Governor Dr. Hadiza Sabuwa Balarabe, Minister of Environment Balarabe Abbas Lawal, and other senior government officials.
As part of our unwavering commitment to confronting the longstanding challenges of environmental degradation, flooding, and gully erosion, I had the honour of performing the groundbreaking ceremony for the ₦34 billion Rigasa/Tudun Wada Flood and Gully Erosion Control Project, alongside the presentation of over ₦2 billion in compensation cheques to Project Affected Persons. This important intervention reflects a fundamental principle that guides our administration: that development must not only deliver progress, but must also uphold justice, compassion, and respect for human dignity.
Spanning approximately 17 kilometres, this project offers a lasting and transformative response to the persistent flooding and gully erosion that have brought hardship and destruction to the people of Rigasa and Tudun Wada for decades. Through a carefully structured Resettlement Action Plan, we are supporting more than 1,200 Project Affected Households, ensuring that in the pursuit of collective progress, no citizen bears an unjust burden.
Upon completion within the next 18 months, this intervention will substantially reduce flood risks, stabilise erosion-prone areas, safeguard homes and critical public infrastructure, preserve livelihoods, and strengthen climate resilience. More importantly, it is expected to directly and indirectly impact over two million people, advancing our broader vision of environmental sustainability and inclusive development across Kaduna State.
I deeply appreciate the cooperation and understanding of the affected communities and urge contractors to uphold the highest standards of professionalism, quality, and accountability. Together, we are building a safer, greener, more resilient, and more prosperous Kaduna State for generations to come.
