I heavily disagree, literally anyone can make a video. You don't need to be top 100, you don't need to make money from it, and you don't need to turn it into a career.
What happened to making videos because you genuinely enjoy the game and have a cool idea? 99% of this community are viewers, and then everyone complains that "osu! content is dead" while barely anyone actually tries making anything.
It does NOT matter if those videos get 500 views or 10K views, they're still the result of someone's creativity, effort, and passion for the game. At the end of the day, the problem is that we never really started encouraging people to make that kind of content in the first place.
And that's why I'm heavily encouraging Top 100 players specifically to start making content. It's simply easier for them to cater to an osu! audience when a huge part of the community already wants to watch high level gameplay. You already have the skill and an existing audience interested in seeing what you can do, you just need to turn that into something creative.
These are examples of passion and effort.
Why are we always saying stuff like this to restrict and demotivate others who have wanted to pitch in these kind of ideas?
